New Horizons Child Placing Agency’s main office is located in Abilene, Texas, and has licensed therapeutic foster homes located in several communities in the Central Texas region including Regions 2, 9, and 7. We also have branch offices in Brownwood and Wichita Falls, TX. Our Child Placing Agency develops and provides therapeutic foster homes for children and youth whose needs exceed the structure provided in ordinary homes but do not necessarily require placement in the residential treatment facility. New Horizons is licensed by the Texas Department of Protective and Regulatory Services (TDPRS) to provide services for Basic to Specialized levels of care.

Description of population served in therapeutic foster  homes:

  • Relationship problems
  • Depression
  • Threatening/aggressive behavior
  • School difficulties
  • Adjustment problems
  • Attention deficit and hyperactivity
  • Sexual acting out
  • Sexual/physical abuse
  • Attachment difficulties
  • Traumatic experiences

Students range in age from birth to 18 years.

Description of Program: Students live in licensed therapeutic foster homes with trained foster parents or staff. Treatment and counseling is directed by a team of childcare professionals, consisting of Licensed Therapists, Licensed Social Workers, a Psychiatrist, a Psychologist, school liaison staff, and foster parents. A variety of clinical services are provided to the children, based on their individual needs including; individual therapy, group therapy, family therapy, special education services, and psychiatric and psychological consultation. Foster parents and staff employ a social based treatment model designed to teach accountability; social skills; ownership of one’s behavior, emotions, and life choices; and preparation for independent living. Funding provided through insurance, private pay, donations, and TDPRS.
